A landlord is making a second attempt at getting permission for the conversion of a chapel off Elm Grove into a student house.
Mr K Keehan first rented the former chapel in De Montfort Road to students in September 2012, but there was no permission to use it as a home, let alone a house of multiple occupation (HMO).
In July last year, he was instructed to stop renting it as a home, and take out all the showers and baths. He applied for retrospective permission to turn it into a house for six people, which was turned down.
Subsequent appeals against both the enforcement notice and the planning refusal were dismissed in April this year, the former on the basis that the immediate area is saturated with HMOs (14% within a 50m radius) and the second on the basis that the living space is too cramped.
However, the deadline for the enforcement notice was extended until the end of this month to coincide with the end of the existing student tenants’ contracts.
However, Mr Keehan has now applied again for permission to turn the chapel into a house for five people.
In January this year, the property was advertised for rent on Zoopla at £2,600 per month.

Can we get this straight once and for all. Students do not pay council tax but councils get a big wodge of cash from the central government for students. Also as much as a pain in the backside ‘some’ students can be the total jobs created by the two Universities and several language schools are key to this city’s jobs and economy. From builders, contractors, taxi drivers and shops students fuel our economy.
