Planners may pull the plug on Hove flats

The Portslade Panelworks site in Orchard Gardens and Nevill Road in Hove

Permission for new flats and offices on a site in Hove may be withdrawn by planners.

The Portslade Panelworks site in Orchard Gardens and Nevill Road in Hove

The scheme to demolish Portslade Panelworks and build a five-story block on the corner of Orchard Gardens, Hove, is under threat as the owner has not completed its legal requirements.

Plans include offices on the ground floor with 23 one, two and three-bedroom flats above and 23 parking spaces.

Brighton and Hove City Council’s Planning Committee approved the project in June 2017, with the following conditions

  • 40 per cent affordable housing (55 per cent affordable rent – five units – and 45 per cent shared
    ownership (five units)), comprising five, one-bedroom and four, two-bedroom units)
  • A total contribution of £38,429 towards the cost of providing primary
    (£14,851), secondary (£20,192), and sixth form (£3,386) education provision
  • A contribution of £7,500 towards the council’s Local Employment Scheme
  • A construction training and employment strategy including a commitment to
    using 20 per cent local employment during the demolition an construction phases of
    the development
  • A contribution of £11,000 towards sustainable transport infrastructure improvements within the vicinity of the application site
  • A residential and employee travel plan, to include residential and employee travel packs, to be provided for all first occupiers of the residential development, and all employees of the office use
  • A contribution of £63,604 towards open space and indoor sport provision
  • Provision of an artistic component / public realm improvements to the value of £18,600

Last year neighbours sent 47 letters objecting to the plans, listing various concerns including overlooking, loss of light and the height of the building setting a precedent.

Councillors raised concerns at the time about the impact on transport and overlooking.

At the time councillors voted six to four to approve the scheme.

In a supporting statement commercial property adviser Fludes said that even though the area was not a prime office location, there was strong demand for quality offices in the city.

The council’s Planning Committee is due to discuss the project at its meeting at Hove Town Hall this afternoon (Wednesday 6 June).
