Brighton and Hove has the third lowest fertility rate in England and Wales, figures released today show.
The rate – defined as the average number of live children women would expect to have across their childbearing life – has dropped from 0.98 in 2023 to 0.97 in 2024.
The total fertility rate across England and Wales is at 1.41, down from 1.42 the previous year. This is the lowest since comparable data began in 1938, according to the Office for National Statistics (ONS).
However, although the number has fallen, Brighton’s rate compared to other places has remained much the same over the last 20 years, rarely falling out of the top ten – and having fallen from second lowest in 2022.
For a country’s population to remain stable over time – discounting any impact from migration – the total fertility rate needs to be around 2.1.
The drop in the rate comes despite the number of births in England and Wales increasing slightly last year from 591,072 to 594,677.
But this was offset by a jump in the size of the overall population, meaning fertility rates fell overall.
The figures come just a day after Scotland’s total fertility rate was also confirmed to have dropped to a new record low, falling from 1.27 in 2023 to 1.25 in 2024.
The latest rate for Northern Ireland is due to be published later this year.
Greg Ceely, ONS head of population health monitoring, said: “Fertility rates in England and Wales have been in overall decline since 2010.
“The total number of births increased last year, for the first time since 2021, but this was offset by population growth.
“As a result, fertility rates fell overall, and are now at the lowest rates on record.”
The ONS figures show that the West Midlands had the highest regional fertility rate in 2024, at 1.59, while south-west England had the lowest (1.31).
Most regions saw a drop in the total fertility rate, with only two – London and the West Midlands – seeing a year-on-year increase.
At a local authority level, Luton in Bedfordshire had the highest total fertility rate in 2024 (2.00 children per woman), followed by Barking and Dagenham in London (1.99), Slough in Berkshire (1.96) and Sandwell in the West Midlands (1.91).
The City of London had the lowest rate (0.32), followed by Cambridge (0.95), Brighton and Hove in East Sussex (0.97) and Islington in London (0.99).
Newport had the highest local rate in Wales (1.64) while Cardiff had the lowest (1.19).

Well, it’s a big reason why we are seeing the need to reduce school PAN numbers in primary schools, and then we are likely to see the same shrinkage in the 2030s, as those cohorts progress and grow up. Then the wider knock-on will be seen in labour markets, risking shortages such as in health and social care, housing demands will shift, and even council funding. It makes for a difficult situation, with no clear or single solution. Housing stock is a piece, but it’s not a complete answer.
Further proof that successive Labour & Green Administrations have given up supporting families, with the closure of primary schools and a lack of affordable housing, but hey, let’s continue to build flats that are left empty or filled by students. And then we have Cllr Sankey rolling out her standard ‘we are a city of sanctuary’ statement every week. Great! – but we need to support home grown families foremost.

📊 Fact check 3: Housing matters, but it isn’t the driver of ultra-low fertility. Spain, Italy and Poland have far cheaper housing than Brighton, yet also have fertility rates around 1.2. A certain previous, now irrelevant, government did far more to damage that bit – remind me how many houses were actually built locally by the conservatives?
📊 Fact check 4: Migration cushions the problem, it doesn’t cause it. Without it, Brighton’s working-age population (and council tax base) would collapse even faster, causing much more trouble.

~33% is the proportion of tests where the testing party/partner is not the biological father, but in England the rate in the general population hovers pretty consistently round 1-2%. I think if you have got to a point where it seems plausible to you that half the population have a different father than the one named it suggests you’ve become a little careless in your thinking.
For what it’s worth I work in a domain that involves regular familial DNA testing (albeit for reasons unrelated to contesting paternity in any direct sense) and although misattributed paternity obviously does happen, it is really pretty unusual. Most it’s ever been across an annual period for us is 3%. Inferring that it must be 33%+ from the rates in testing clinics is like inferring from the rate of malignancy in an oncologist’s waiting room that 1 in 3 people at any given time must have cancer. People using paternity testing services are by definition a population pre-filtered by the fact that almost everyone in that group has either proof of or good reason to suspect a paternity fraud.
There are plenty of families wanting children, they have just reduced NHS funding for IVF from three rounds to one in Sussex with little consultation. The decision of course being made by a mainly male group. Women wait 1 year for referral, 6 months to be seen by the NHS for fertility to be told to go away and try for another year or so, they then wait a further 8 or so months for the one IVF cycle which is unlikely to work statistically. The NHS investigation of fertility is amongst the poorest in the world with other countries trying to identify a route cause prior to treatment, the NHS don’t do this. They send people for IVF which is enormously expensive, the reduction of the 3 cycles to 1 tried to counteract this but it’s a plaster over something that could be solved more cheaply. Many women have to fund privately. All of this takes years and of course the one thing you need is time. By the time women get answers it’s too late, I know some women who have had years of fertility issues solved by a single private prescription costing 8 euros the NHS don’t even provide it. It’s all happening behind closed doors and no one cares because it’s a ‘womens issue’ even though its not. Fertility is vastly under funded and under researched this leaves to devastating consequences mentally, physically, emotionally for families. If they want people to have families they should help people to have families. The way people are treated in fertility care would not happen in any other medical arena, it is a medical problem. Imagine going to a heart specialist with serious issues to be diagnosed with unexplained heart problems. Women and men go through this every day in the UK.

Agreed. And if a parent weaponises the children against another parent through Parental Alienation Syndrome they should forfeit any child support from the parent they deny contact with. This doesn’t just involve the non-resident parent being prevented from seeing their children, the resident parent will cook up a feud against their entire family on that side so the poor weaponised child never sees uncles, aunts, grandparents or cousins again. This is because the resident parent cannot afford for their psychological programming of the children to be undermined by the alienated family side saying anything nice about the alienated parent. UK is lagging far behind the US in recognising this form of child abuse and legislating for it. The greatest tragedy of all is that most of the time this wicked behaviour is purely for the convenience of the resident parent who no longer wants to have to interact with or see their ex, irrespective of how the relationship ended.
All of which also has a knock on effect on the birth rate, making men in particular, twice as cautious about procreating and who they procreate with. All the horror stories are now coming to light which used to be buried via a secret family court system which almost always favours the mother, no matter what she gets up to.
The evidence shows that low fertility rates in the UK are overwhelmingly linked to economic pressures and social trends, but yes, it’s not unreasonable to say that the perception of a biased family court system certainly makes men think twice.
