Nearly 500 council houses and flats in Brighton and Hove are to be transferred to a not-for-profit company in a £30 million deal.
Brighton and Hove City Council cabinet members agreed the deal at a special cabinet meeting yesterday afternoon (Friday 16 September).
Most of the meeting was held in secret because of the commercially confidential nature of the discussions.
Even paper copies of the legal advice that was shown to councillors were collected up before they left the meeting.
The deal is designed to raise money to refurbish thousands of council homes over the next few years at a time when public spending is being reined in.
Although it has won broad support from all three parties represented on the council, some members have reservations and the deal is not without its critics.
It relies on a charitable company, also known as a local development vehicle (LDV).
Seaside Homes
The LDV is called Brighton and Hove Seaside Community Homes – sometimes referred to as Seaside Homes or even just Seaside.
It was set up in March 2009 by the council’s previous Conservative administration and last year it was registered as a charity.
It has 12 directors or trustees – four councillors, four tenant representatives and four independent members.
Seaside Homes was set up after tenants voted overwhelmingly in 2007 to keep the council as their landlords.
The Greens included a promise in their local election manifesto this year to continue work with Seaside Homes.
The council wants to lease 499 of its 12,500 houses and flats to Seaside Homes with Seaside borrowing about £30 million from Santander, the Spanish bank, to fund the deal.
This would respect tenants’ wishes in as much as the council would remain the owner of the freeholds while receiving an average of about £60,000 for each property.
The council had originally hoped to raise £45 million.
Funded
The repayments are to be funded through rents paid by tenants who would almost all be in receipt of housing benefit or local housing allowance, which is paid by the government.
I regret to say that the Decent Homes Standard is so flawed and its implementation so cack-handed that it is in truth a guarantee of serious financial drain in the future.
It is not value for money or good practice to install these plastic-faced mdf kitchen cupboards and THEN to lay linoleum between them, cut round their bottoms. In some cases lino is being laid over pre-existing floor coverings.
In my own case, the surveyors told me I would have to have my flawlessly perfect Marley-tiled floor – laid in the 1967-8 period when the flats were built ripped out and replaced by this flimsy stuff merely cut round cabinets.
In my own case, I was told I had to have the very deep cabinets on both sides of my narrow galley kitchen or not at all, that they could not be made less deep or installed on just one side of the room. This would leave a gap only just wide enough to open the fridge door or the oven door. Only a gymnast can get down to the backs of these deep cupboards to put in or retrieve items.
So I have refused the offer of what, for me, and for others is a kitchen that just cannot be fully accessible or practical to use.
Many of my neighbours are disappointed and one in my own building can no longer raise or lower his blinds because a new, wall-mounted overhead cupboard is jammed into the blinds, shoving them outward towards the glass. His new floor is full of bubble points and lifting edges already.
It is a disgrace and despite my having raised the issue last year of the narrow galley kitchens not being wide enough to take these one-size-fits-all kitchen cupboards, senior housing officers just fold their arms defensively across their chests, get out their Blackberries and tap something in and then go away….never to say no more!
And the spin use of the word “decent” morphs into the truth of it, that “decent” is just another word for “new”. These kitchens are badly installed, not durable and if a section on the floor needs replacing, the floor covering needs replacing at the same time if it is not the same size.
Professionals tell me that the time spent laying and cutting round cabinets is greater (therefore more expensive) than laying flooring wall to wall first. Go figure.
This i think is disgusting we have a lack of council housing as it as and the council is lets anougher business ‘Brighton and hove seaside homes’ use homes that belong to the council we have thousands of people who are in council housing that is not right for them be it to small to big or no good for disabilaty needs and are looking to move yet we cant becuase the lack of houseing there is atm and the council decide that thats a good idea?
