Residents said that two people had been camping out in the stairwell of council flats in Whitehawk for weeks.
They said that the pair lit candles under hanging clothes and had been urinating and spitting in the ninth-floor stairwell of Kestrel Court.
The pair have now been moved on and Sussex Police said that no drugs were found after a search.
One resident complained that they had refused to move to make room for her to manoeuvre a child’s buggy around them.
Sussex Police said: “Police received a report about concerns over drug use at Kestrel Court, Whitehawk, in the early hours of Friday 9 February.
“Officers attended and completed a search but no drugs were found.
“We are liaising with partner agencies including Brighton and Hove City Council to address residents’ concerns and continue to ask residents to report any incidents and concerns to us.”
The chair of the council’s housing committee, Councillor Gill Williams, said: “The two people who were rough sleeping in Kestrel Court left the building when our staff asked them to.
“The area has now been cleared and cleaned.
“We believe the couple were able to get into the building because of a problem with the main entry door.
“This problem has now been fixed.
“Our street outreach service always engages with homeless people as soon as it can to offer them support in finding somewhere to live and we endeavour to assist those in need wherever possible.”

Some of these people have never known anything different, Barry. And there is usually lots else going on in their lives as well.
I thought I was quite broad minded about the situations of those who were homeless, and after doing some work on that sector, I realised there was even more that I hadn’t considered.
Looks like we both have a lot more to learn.
One thing that is constant with people in that position is that they dump themselves on anyone anywhere, most if not all at some stage have been offered help and continue to have offers of help, so its not surprising people nowadays a a little tired of the same same old. More could be done re drug abuse but like most things in UK the budget gets eaten up by admin and various “costs” before anything gets done, by then not a lot left over. Tackling the problems from “above” and not at the user/abuser might help but depends on the local Councils.
Yeah, if there’s somewhere to use and they are desperate, it’s understandable that they would use that opportunity.

It’s funny because firstly we should be housing our homeless no matter what, and secondly I was leafleting 3 months ago and the door was broken so just goes to show how long it take for the council to fix, I bet there was over 100 complaints about that door being broken, where I live the recycling has been collect 3 times over 4 months, it’s a complete joke
Drug users can’t take drugs in hostel’s so they will find other places to take shelter and do so – sadly that brings the problem directly to the doorsteps of other residents; families; children
And they do not just take shelter, they urinate and worse in communal hallways, in doorways, in the grass children play in, equally littered with needles
It’s become a major problem in Brighton not least of all as so many high dependency users are clustered together in the Centre and North Laine for the convenience of the service providers
Something has to change before Brighton centre becomes a no-go area for everyone
