And Georginio Rutter is down to start up front, with Brajan Gruda and Yasin Ayari also in support while Yankuba Minteh and Kaoru Mitoma are out wide.
Albion skipper Lewis Duk is joined at the back by Joel Veltman, Jan Paul van Hecke and Ferdi Kadioglu and Bart Verbruggen is between the sticks.
Danny Welbeck, Tommy Watson and Stefanos Tzimas are among the subs along with James Miler, Diego Gomez and Diego Coppola. Also on the bench are Olivier Boscagli, Mats Wieffer and Jason Steele.
Thomas Frank has opted to field a front line made up of Richarlison, flanked by Wilson Odobert and £55 million signing Mohammed Kudus.
The “late” Yves Bissouma has been left out of the match-day squad altogether.
Spurs start third in the Premier League table, with nine points from their first four matches, having beaten Villarreal 1-0 in the Champions League on Tuesday (16 September).
Only a 1-0 defeat at home to Bournemouth has dented the start of their season – and Seagulls fans saw for themselves how well the Cherries can play last weekend when they beat Albion 2-1.
Brighton are 13th, with four points from four games but have yet to lose at home.
The Seagulls face a tough test from a resurgent Spurs, refreshed and revitalised under Danish boss Frank.
